From the supplier: Freddie Garcia’s San Antonio-based Victory Fellowship is being smothered by Housing and Urban Development (HUD) regulations and demands concerning its housing projects. Garcia’s faith-based rehabilitation centers have been tremendously successful, keeping costs around $11,000 per individual, far below typical expenditures. Community pressure has forced HUD to withdraw some of its demands, but Victory Fellowship still has to buy an expensive liability policy.
